You could try disconnecting the OBDII and hitting enter then reconnect and continue (some people reported this is the way to overcome this issue) or use DiagBox v7.62 for manual telecoding..

I do not understand.
I want to activate the cruise control in the drive engine. diagbox requiest connect internet server psa. Search Solutions as a bypass internet connect. Thanks

Some people reported that when DiagBox requests an internet connection to perform Telecoding, disconnect the OBDII and hit enter (to get red of the message), then plug the OBDII back and continue Telecoding. I cannot remember in which post it was reported!.

My other comment about the version was to find out which update fixed the error you receive in v7.62.

installing diagbox 7.62. I'll try tomorrow disconnect the OBDII and hit enter (to get red of the message), then plug the OBDII back and continue Telecoding.

You don't need to do that with DiagBox v7.62, it does not request internet connection..
However, there are too many bugs concerning the Berlingo, it is probably best to stick with 7.83 (8.19).
Search for how to bypass the request for internet connection. Also, review this post, it may be of help (I cannot verify if it works):
