31 01 A0 B0 turns it off. I assume it will be a variation of that. I'm trying a few different variations but no success yet. In ENAVEVO.prg the on/off/something else command seems to be 31 01 A0 B0 0[1,2,3] but that gives an error on Evo.  

Let me know if you figure it out and I'll do the same!

You can forget about it 31 01 Aх xx ... does not exist command for set debug on flag in EVO at table command (I means not prg table).
You will enable ssh using 31 01 FD ... but but but...

What is the impact if we tried so? V850 cleared and HU brick?

Any solution to EVO/NBT units in which CD/DVD is stuck and TOOL32 cannot eject it? And usually Bluetooth audio cannot play music in these cases.
