to insert FSC 1b, ..
You must use STORE_FSC + CHECK_FSC
                   STORE_FSC_CERT + CHECK_FSC_CERT

Actually I realized the configuration of FS Tool2 was incomplete, that's why I got the 2090 error. I followed the BMW installation instruction for FS tool2 and changed the C:\Temp\fstool\install.bat file where the directory of which java version its pointing at is determined. It must be 1.4 or 1.5. 

1. Installation
1) Start fstool.exe and extract files to C:\Temp\
2) Start new installation of Carservers with Batch-Data C:\Temp\fstool\CSF-V15.0.0.11\Inst_Default.bat
3) Deactivate and close Windows "VServer" in the system settings 
4) Start the Batch-Datei C:\Temp\fstool\install.bat
4.a.) Add the Java filepath in FSTool Startdata:
The Batch-Programm in 4) opens an editor in the background automatic. The Startdata in the FSTools must be configured. Please add the Java Installation file path in the system "SET JAVA_HOME="  here (e.g. " SET JAVA_HOME=C:\EC-Apps\JavaSoft\JRE\1.4.2_06 ") and save and close the Editor.  
5) Start FS tool

Now everthing works
