Found looking around fuses and security bits for UPA(thanks to Fantomel for puting them long time ago).
Since archive contains eeprom and flash for both hw , you can use upa and write it.

After hour of search, i got it.
If you need a usbasp driver for windows 10 signed.
No Testsignmode needed, just start, press install, finish

It is ok. VCC ： 7805 pin 1

Why not use obd socket and power interface up by 12V then connect programmer (pins you have already without 5V) and program it? Programming like that is more stable then 5V from a usb port.

Wrong connection to ATMEGA or chip is locked with improper fuses and you need atmega doctor to unlock it.
First of all check your connections.
