I look one EVO id5 the module is of 2018, I mean this have 170 fsc
For retrofit In car with FEM not problem with 170, right?
Is only for cars with BDC?

I mean in activate with fsc kit (.bin) Evo is need connect to car first with emulator
After coding, import FSC, and remove emulator 

Or not is need first emulator.?

With 2016 and old modules of Evo I never have problems but with 2018 module I have any doubts

If istep of radio is 11.2018 you can't use BIN as you probably know already. 
Fsc 170 is a non issue
Even if activated, once you replace it with new root cart and fake fsc, fsc 170 will be Rejected anyway

If you code on bench using CAN emulator only and no Zgw, there is no risk to get fsc 170 rejected.

Yes you will activate fsc 170 with a ZGW ecu too.
FEM or BDC is irrelevant. As long as the VIN does not match the ECU and the radio, component protection will kick in.

But I will try with emulator plugged first write VIN after import all fsc, and finally code
