As promised, I can give you feedback, the last recent I-Level was flashed today (F20-22-03-552)
and I can still increase the EGR fresh air rate up to 60mg/stroke

So there is no limit(respectively the  limit is also like in the old I stages at 60mg/hub) or lock.

I have a F10 from 2016 and I haven’t been able to do this for about 3 years now.

With ISTA it's no longer possible to change the EGR fresh air rate with version 4.10.xx, it's only possible with Tool32 or with a tool that a nice user once wrote, in principle the tool does nothing other than the Tool32 from EDIABAS. You can go back a page because that was posted the tool.

It's a dependency between Engine and iLevel.  You have to understand that.  iLevel alone says nothing.

F10 both cars has iLevel 22-03-xxx
Car 1 is from 3/12 with N57 258hp EU5 I can change up to >1.5
Car 2 is from 2/17 with N57 258hp EU6 and l can’t change nothing.

I can be even more precise: car 1 has latest software change (from iLevel) in 2014 and car 2 in 2018.
BMW builds many cars and engines. So there are many options.

EGR change in x/mg is for old cars.

as far as that goes, you're absolutely right, it depends on which engine, which model and which EURO standard. In my case, I have a 320d with a B47 engine built in 2016 with an EU6d and as you can see, the fresh air rate can be changed despite the EU6d, that also depends entirely on the brand of the engine control unit, BOSCH etc.
